Tunnels and ferry walkthrough
The Outskirts tunnel ambush and first ferry trip happen before Downtown. They do not require the later Riverside Flashlight. The truck-radio puzzle at 86.6 belongs to Riverside, after the ferry.

Opening actions are reported from guides/videos; no first-hand fight or ferry-repair test is claimed. Bonus Action's 12 October route does not disclose a build.
From motel to first ferry crossing
If the post-motel call or tunnel event is missing, NPC Tips relays Demo reports about forgetting the basement Ferry Office Key. That is a reported diagnostic, not a guaranteed retail bug fix.
- Collect the Ferry Office Key from the desk past the motel's palm-tree door.
- Answer the call near the motel entrance and return through the Outskirts tunnel.
- Complete the reported ambush; inspect its reward for Corroded Iron Ball.
- Unlock the Ferry Office at the landing with the key.
- Check the office Hip Bag and pet the cat again after it moves if pursuing the optional achievement.
- Use the office radio/control board to call the ferry, then cross to Downtown.
Later: Riverside's truck-radio puzzle
This is a separate dark tunnel toward Route 13, not the opening boss tunnel.
- Get the Flashlight from the workshop behind Wing Oil in Riverside.
- Inspect the police-car radio behind the sheriff station: frequency 86.6 and two red mode buttons.
- Match that setup at the working truck radio and use the microphone. The reported reply gives 1715 for the sheriff front doors.
Returning by ferry and the separate boat repair
Bonus Action reports fitting a 20A fuse at the Downtown ferry landing to restore the return trip. The optional Gear Box from the 1972 diner-shed lock belongs to the Downtown boat engine, not this opening ferry unlock.
Tranquil Waters is a ferry-related achievement in the trophy reports. The exact unlock timing is not independently checked here.
